Replacing a Toilet Fill Valve

Old toilet fill valve is not shutting off. I'm installing a Fluidmaster Toilet Fill Valve model 400A. Installation can be accomplished without any tools if conditions permit. Shank washer is flat side up.

Box has the USA flag and says "Designed and Engineered in the USA". If you look at the bottom of the box the assembly is made in Mexico.
