In General

Typically, when I lap my scope rings I torgue my rings to the base mounts before I begin lapping. However, because the close tolerances of the Picatinny rail against the Burris scope rings I did not have to lap and I did not fasten the rings to the rail until the scope was tight to the scope. You may want to tighten your rings to the base before you tighten the top rings but IMO, this saved me a step in figuring out my eye relief and it seemed to work. If this were a rifle that I intended to use for bench rest shooting I would tighten the base down first. This is just my opinion as I am still working with the Picatinny rail and learning as I go.
