Rule Number #1: Treat all Firearms as if they are loaded, Period!

there is an extra part of that, it is hard to treat ALL Firearms as loaded, can't really clean or maintain with that type of thinking... so that is where the A in MAT comes into play, verifying the action is clear, once verified, then you can safely work on or maintain it.

now that i think about it... following all three of these rules is basically "treating it as it is loaded" BUT is much more descriptive than that, which is needed for a lot of people if that makes sense.
