If the reloader has done a good job prepping the cartridge case, a simple clean can be as easy as wiping each case with a towel or the reloader can invest a wad of cash for the latest and greatest case cleaning system. IMO, the bottom line for short range ammunition is the cartridge needs to be clean enough to properly chamber and that is good enough. If the reloader wants to put pride in the completed cartridge and make it shine like a new case that is always commendable, however, for me it just needs to be dependable.
