There is (was) a process engineer at Chrysler that made the payments on his boat and/ or cabin up North for saving the company 3 cents per rear wiper wiring harness. The engineer who originally designed it probably made it longer and was overruled. The program manager may or may not have supported either the designers and engineers or the process engineer (the one who cuts corners in production to save money), but either way the wire harness ended up like that. On the assembly line installation is dumbed down and does not necessarily involve the same process for removal and installation in a repair. So the bean counter statement is true of the way it works in Detroit.
